The film is set in a Soviet "Young Pioneer" summer camp, an institution designed to mold children into model communist citizens. The story follows , a spirited young boy who is expelled from the camp for the "crime" of swimming across a river into a restricted area.

Fearing that his expulsion will literally kill his beloved grandmother with shock, Inochkin sneaks back into the camp and hides under a stage with the help of his fellow campers. The film becomes a delightful farce as the children—and even some sympathetic staff—conspire to keep Inochkin hidden while camp director (played brilliantly by Yevgeniy Yevstigneyev) attempts to maintain an atmosphere of rigid, soul-crushing discipline.
